    These systems play an essential role in any fiscal metering solution. Westech quality measurement solutions include the calibration of instruments, as well as strong quality control and testing during the construction phase. The buildings/skids can be constructed in our Calgary yard or at the customer’s site. Our Integration and Service teams can provide smooth start-up, commissioning and maintenance services for those critical measurement systems.

    1. QMB – Quality Measurement Building

      Using precise instrumentation equipment, a quality skid or building will analyze product samples to ensure the product quality meets or exceeds all required process conditions before the product reaches the custody transfer point. The product is analyzed by its specific density, viscosity and water cut specifications predefined by the pipeline operator for custody transfer.

    2. CTIB – Custody Transfer Instrumentation Building

      CTIB is a facility that provides accurate and repeatable measurements of hydrocarbons changed in business transactions between the different operators. In the case of custody transfers, errors in measurements of high volumes of product would translate in very expensive loses on one side of the transaction. Because of their importance, custody transfers are usually regulated by institutions and standards as American Gas Association (AGA), American Petroleum Institute (API), national metrology standards.

  1. Metering skids/buildings
    Pipeline or truck loading/offloading metering skids/buildings are used to complete custody transfer of oil products between different business entities. Westech can build reliable and compliant systems tailored to the client’s project specific requirements.

    LACT - Lease Automatic Custody Transfer unit is a piece of equipment which facilitates accurate measuring of the volume and quality of a petroleum product transferred automatically between different business entities.

    Usually, the LACT unit is designed and constructed with the following components: a charge pump, inline strainer, water cut meter, auto sampling system, custody transfer flowmeter, flow computer, prover connections, process transmitters for pressure and temperature, and a back pressure control valve.

    Normally, the LACT unit will be connected to an open feedline and stock tank. When the level in the tank rises and reaches high set point, it turns on the LACT unit and the transaction begins. The transaction continues until the control level reaches a low set point, and the LACT unit will turn off.

    Truck loading/offloading system provides accurate measurements of petroleum products that are delivered by truck and unloaded into storage tanks for custody transfer. The system includes the unloading system process instrumentation for level, pressure and flow measurements, a storage system, loading and unloading pumps, control panels for alarms and shutdowns, control panels for motors starters, ticketing shack. HAZLOC certification. Westech solution ensures reliable, accurate and repeatable measurements that minimizes accounting errors while meeting all related industry regulation and standards.

  2. Small Volume Provers and Prover Tracks

    A Small Volume Prover is a precision instrument for verifying the calibration of flow metering equipment. The local flow computer sends a command to the SVP controller to initiate the retraction of the displacement piston to start the meter proving cycle. This movement will determine a constant displaced volume of product with a high-accuracy measurement. The fixed SVP is often used at the start of every single process transfer due to its rapid proving cycle, with a significant productivity improvement compared with alternative proving methods. Providing an accurate flow measurement has a high financial impact in oil products commercial transactions.

    Applications may include custody and non-custody transfer, pipelines, refineries, terminals, tank farms, floating systems used in offshore oil and gas production.

    The truck-mounted SVP or portable SVP provides flexibility for operators that did not include fixed systems at their facilities, to be able to meet their commercial obligations while still meeting regulatory requirements. The SVP on trucks is usually mounted in an enclosure for weatherproofing, to minimize potential damages and provide increased security for an essential transactional equipment.

    Westech solutions for fixed or truck-mounted SVP ensure reliable, accurate and repeatable measurements that support custodial or non-custodial transactions while meeting all related industry regulation and standards.

  3. MCC Buildings

    The Motor Control Center building is an integration application for centralizing assemblies of electrical components used for power distribution, and/or to control and protect electrical motors within a facility, while increasing efficiency and reliability. The MCC monitors and protects the plant’s machinery and equipment through fast detection and diagnosis of electrical failures. Components of an MCC system may include medium and low voltage switchgear, utility load distribution systems, PLC and HMI panels, HVAC control, contactor control panels, UPS battery backup, transformers and other electrical equipment.

    MCC buildings are usually equipped with HVAC systems to regulate the internal temperature and humidity and keep the space dust free through means of ventilation. Smoke and/or fire detection is part of the safety system configuration for early detection and alarming of undesirable events.

    Westech has an extended experience in integrating MCCs in buildings while meeting all related industry regulation and standards.

  4. Lab Buildings

    Laboratory buildings are used in the Oil and Gas and Petrochemical industries for testing and analyzing of a variety of products and materials. Due to the highly flammable and toxic properties of petroleum products, labs are designed and built with stringent safety requirements for the internal equipment and materials.

    Labs are equipped with fume hoods that will prevent the accumulation of dangerous gases and vapors within the room. HVAC systems will regulate the internal temperature and humidity and keep the space dust free through means of ventilation. Other needs for the facility may include current water and solvents for cleaning oily materials.

    The safety system in a lab building will often be based on a local PLC with inputs from a combination of flammable, toxic and fire detectors. The array of those detectors ensures an early alarm and proper control of the HVAC system, to minimize risks associated with hazardous material loss of containment.  Proper storage of chemical products also needs to be considered when designing and building a lab.

    Advanced analytical instruments in dedicated spaces are used to assess physical and chemical properties of products and materials trough different testing methods.
